Sorry, I wasn't specific enough: there's a GUI bundled with the Windows installer as well, which is called 'FLAC Frontend'. It is used a lot but it has been broken for years. (just take a look at the Sourceforge bug section)
Anyway, I've already started coding a replacement with MSVC 2005.
