Since dICE, the scratch and dust part of the process, requires an IR channel be used, the simple answer is it can't be used in scanners without one. Also, ASF has indicated it is a pretty hands on process to get everything working, as the characteristics of the firmware and software need to be fine tuned to the scanner's IR channel.
However, don't lower your expectations on the Polaroid products by any means, the Polaroid "elves" are busy whipping up some new tricks which just might make the cost of dICE less attractive (both in terms of cost of money and time) and what they have in mind will not require you to upgrade your hardware. ROC and GEM are all done is software, so they can be made to work with any scanner, and in fact, as you likely know, Ed Hamrick has his own versions of color return and grain suppression software written into Vuescan.
