Doing the latter is generally preferable IMO, tho' it depends on whether PS interpolation routines are superior or worse than those in scanner s/w. Remember the scanner has a fixed, native pixel pitch and density, so can only vary it by dropping n scan lines or post-acquire processing. Best to do your own tests and see which looks better, really.
