That's a good question. To me, it's a construction document from an
authority on the art.
The Internet Engineering Task Force is not an authority on the art of
sound storage or archival.

as FLAC is lossless you can convert it at any point in time to any
format and nobody on this planet can take away a open source codec
"authority on the art" has nothing to say when it comes to technical formats
