One way to get such a version of FFMpeg for Mac OS X El Capitan 10.11.6 is via MacPorts <https://macports.org/>. MacPorts is a command-line system for distributing and building free software, mostly as source code. You install MacPorts on your system, then ask it to install FFMpeg. MacPorts retrieves the source code, builds FFMpeg for you, and installs it.
MacPorts as a list of Mac OS X El Capitan Problems <https://trac.macports.org/wiki/ElCapitanProblems> and I do not see FFMpeg mentioned there. Absence of a problem ticket does not guarantee that MacPorts can make FFMpeg work on El Capitan, but it is encouraging.
