I think this your problem at hand: WARNING: x86_64-w64-mingw32-pkg-config not found, library detection may fail. You should also see it somewhere in the output, but I took this line from your `config.log`. It means ffmpeg cannot run the pkg-config executable it expects to and instead uses `false` which will always give a negative (non-zero) exit status.
