Thank you, Rob. You're right about style inheritance but that's not the issue. Firefox doesn't scale font-size linearly or consistently whereas other browsers do. You can see that by changing Firefox's zoom. Firefox has always been that way. Everybody knows it and I gave up complaining about it many years ago.
CSS pretends to make scaling rules, then allows browser developers to scale text however they want to in order to make the text look good to them. So, there's really no specification on scaling. Firefox doesn't support font-size properly and I avoid browser fix-ups. That's what I should have written. Sorry.
