where did you get this file, and what is its provenance?
The reason I ask is that many files, especially those from cellphones, 
emphatically do not have constant frame rate and can tremendously complicate 
the sort of testing you seem to be interested in.

The source video is a 5 second MKV clip from a commercial DVD.
