I will test the -r input option. I also will upload a short clip at 25,  23,98 
and 24 to show you what I mean.

Allow me to rephrase:
You cannot change the audio playback sample rate without 
reencoding.

There is an input option -r that should allow changing 
the video speed, it does not always work though.
Please test and report back.
