Can't see where you did.

This directly links some mfplat.dll functions, so as I understand, it'd
require at least Windows XP SP2 for libavcodec binaries to run. But I
can't test that. Also, build would almost surely fail with older
MinGW-w64 versions or original MinGW.

There, I've put way more effort into my reply than whatever you're
asking for (and which you could have found out yourself easily).
