While I'm not available, anyone answering will probably need more information, like the spec (which I think is here: https://tech.ebu.ch/docs/tech/tech3264.pdf) but also what features you need immediately (the teletext and boxing support for example I would guess might take as much effort as the whole rest of the format). Also, whether you find a suitable offer or not, it would be of great help if you could make samples available (if you can find any where you can get the ok to make available publicly). With such special formats regression testing is fairly important, but cannot be done without public samples.
