To paraphrase a former French president: expectations only bind people
who have them.

I agree with Kieran on this: let them maintain this as a source plugin,
and we can see later if they do a good job and there is reasonable user
demand.

We have atempo, ported from MPlayer. Not very good quality for factors
far from 1, I am told, and some simple utility features not implemented.

No. It makes it harder to write it in the first place, just a little,
but maintenance burden is the same. And it is much more convenient for
users.
