This would be fine as a draft PR but that's just the tip of the iceberg.

If you want to compile AArch64 FFmpeg for use in emulated x86 processes, then 
you need a FFmpeg that exposes the same ABI as the x86 FFmpeg. That's going to 
require a lot of changes throughout the code base (and I doubt people here 
will agree to them overall).

And then an FFmpeg that would work both in x86 emulation and in native AArch64 
is just a pipe dream, since they have conflicting ABIs.
