If you can't make a repository, I'm not sure how you would do a PR. It

I just created an account with Forgejo, but I can't fork the main FFmpeg
repo. Who do I have to ask for access to create a repo? I am not sure if
this is the correct place to ask this.

At the moment you'd have to ask on IRC, or on the ffmpeg-devel mailing
list (which you just did). I'm CCing Timo, who is currently managing the
trial instance.
Apparently you can also send a PR without a fork but I don't know how
and this is exactly the problem I expect will arise in the future.
