iam not truly convinced that a "huge a mount of work" is needed
but iam not disputing that a "huge a mount of work" might be needed

If you or someone else wants to work on this and wants my vote for
having this funded, i would of course vote in favor of such a thing
being funded, be that through STF or something else.

I do belive it would expand what ffmpegs libavfilter can be used for
and would give libavfilter an edge against other filter frameworks
