Ok, this is different.
Its supposed to check this: "When BitDepth is less than or equal to 10, the value of sps_range_extension_flag shall be equal to 0."
Should be "<= (10 - 8)" then, and LGTM.
Also, it doesn't seem to be used here at all, so i don't see how this is fixing anything.
