It would make me happy if we could get this API addition in before 7.0, even though it's non-functional on its own, as it sets the groundwork to be able to start properly deprecating YUVJ.
After this series, the next steps are: 1. Make decoders stop outputting YUVJ frames 2. Mark the actual YUVJ pixel formats as deprecated, add a removal API define, and guard internal usages by AV_NOWARN_DEPRECATED 3.
