You're making assumptions. You've said that anyone who's on maintainers needs push rights. Then you said that unless someone explicitly asks not to get push rights, they will if they're added to maintainers. Right now, the person hasn't said anything, yet you're assuming he doesn't want push rights. I've sent a patch to list maintainers with push access. Those who'd like push access will have to explicitly request it in a different commit.
