This breaks fate

Assertion n>0 && n<=25 failed at libavcodec/get_bits.h:402
Aborted (core dumped)
tests/Makefile:255: recipe for target 'fate-hevc-hdr10-plus-metadata' failed

Should be fixed.

For context, this breaks with ASSERT_LEVEL == 2, which is why fate isn't completely red.
