It's not hard. The only problem is that there are many many applications out there using ffmpeg, and many (most?) of them are not aware of drc_scale. So they decode AC3 with subpar quality. And there's nothing the *end user* can do about it. Most end users are not aware of the problem, so they get subpar quality without even knowing it. Sure, you can blame the applications for not setting drc_scale. I blame ffmpeg instead, for outputting subpar quality *by default*.
