The primary change that I see is the addition of bilinear filtering in the polar to Cartesian step. This makes the filter even slower, but it also increases the output quality significantly. There are still artifacts I've never seen in any other implementation of radial blur, and that stem directly from the choice of algorithm. The comment situation is unchanged, ie., there are none.
