If you look at the code which sets the outputed picture
in slice_end()
if (s->pict_type == AV_PICTURE_TYPE_B || s->low_delay) {

this patch just makes got_output consistent with that.
ok if i add this to the commit message or where you thinking
of some other explanation ?
