Well, it's only a problem if vorbis tags also exist since, AFAIK, no other tag parser merges values for duplicate keys. Checking in ogg files can be done as well (though I expect the reference decoder chokes on them). None of the tag editors I have even allow editing ID3 tags on ogg files, so I can't test it. I have a patch for when one appears though (not going to submit since there's no need at the moment).
