I don't know of anything using the uid/gid/timestamp fields in *.a
files, so I can't see a drawback in putting zeros into these fields.
The only use case for not enabling deterministic mode that I can think
of is not having it available and that should be dealt with now.
So adding a build option seems superfluous.
