I don't know if something does, it's just that the format with 2 alpha bits is 
a fairly standard OpenGL/DX format.
In other words: it would be compatible with these.
On the other hand, if one wanted to display such videos via those APIs you 
would probably not want to do the conversion to/from 16 bit we are doing 
anyway...
