FFmpeg is written in C not C# though maybe you want to write a GUI to some of the tools, but time is a bit short with the deadlines of OPW also passing a qualification task is mandatory, which requires submiting a patch, and passing review, which generally requires multiple iterations. So if you think you can pass qualification before oct 31 then sure you can try to submit an application really quickly before its deadline today. On any real computer, always possible as a real computer has a finite number of states N, and will either halt in less than N cycles or never halt.
