It checks __MAC_OS_X_VERSION_MIN_REQUIRED, as far as I know that is the OSX version you compile _for_ (i.e. you probably can't even start the program on anything older), not the version you compile _on_. Though I do not know how clearly these are separated in the OSX toolchain. We'd really want a way that allows using this format if running at 10.8 but still makes it possible to run the binary on 10.6.
