avcodec/msmpeg4dec: Remove redundant check Since d50635cd247e17fe16c63219b9ae80d45a8185b1 the dct_unquantize_h263_intra functions have set the number of coefficients to 63 in case of ac_pred, so ff_msmpeg4_decode_block() doesn't have to bump it on its own.
