avcodec/videotoolbox: fix kVTCouldNotFindVideoDecoderErr trying to decode HEVC on iOS Older iOS devices don't have a hardware HEVC decoder, but the software decoder offered by VideoToolbox is well-optimized and performs much better than the ffmpeg decoder.
