I don't know why you have quotes, but anyway, is the output of "locale" any different?

you could edit your ~.i18n file, that ":en" seems uncessary too

check /etc/sysconfig/i18n too, might be something there.

Unless this is because you "su" instead of "su -" (using a real login as root)?
