To tell, do:
  rpm -q --changelog sox

It's pretty long, so it might be much more revealing if you do:
  rpm -q --changelog sox | head

P.P.S.  Ok, I'm not psychic.  It's because something (undetermined
exactly what) will convert the leading period in my signature to a =2E.
Since the signature is within the portion of text that was signed,
changing it causes the signature to fail.  Anybody who uses a mailer
capable of verifying signatures, please email me OFFLIST to confirm or
deny that it does or does not do this.  Please include:
  mail client
  how you get your mail (pop, imap, fetchmail)
  your mail server type (postfix, sendmail, qmail, ISP)
  any other info related to your configuration you feel is important
