i've had no problem: go up  1  level above the dir you want to back up
& do 'tar cvf tarfile.tar dirname': it should include all dot files.
of course, if the data is important, you should always test the tarfile
by unpacking it again in some empty space & looking for/at a few files:
the tarfile will still be there to archive despite the unpacking.

BTW beware of 'cp' in this respect: it doesn't automatically copy dot files.
