Strange, not on my system. I have a self-compiled KDE 3.0.2, so my console is
konsole. The used su is
sh-utils-2.0.11-8mdk
su calls bash version
bash-2.05-16mdk
which calls mc with version

mc is linked with

libc.so.6 => /lib/libc.so.6 (0x40063000)
libncurses.so.5 => /lib/libncurses.so.5 (0x4019f000)
/lib/ld-linux.so.2 => /lib/ld-linux.so.2 (0x40000000)
which translates to
libgpm1-1.19.6-3mdk
libglib1.2-1.2.10-4mdk

But on my system this does NOT hang. Can you look at the versions of your
RPMs?
But others, e.g. icpcon, hang nevertheless. Can it be that something doesn't
propagate a needed signal?
Something may be
- su when you do su as you mentioned
- one of xinetd in.telned login when you telnet into your own box
