Two suggestions: 1. Set up aliases for every user account (ie, you'd have /user be an alias for /home/user/public_html).
2. Make public_html a link to a directory named user under the apache webroot. IE, you'd have public_html --> /var/www/html/user (if they really want the ~user, that works as well, provided permissions are set right).
