I also have such a 'cat' running, but as a regular user.
I did a 'pstree' and it seems that this cat is initiated by kdeinit, so
it's a dangling process. It's been running for as long as my machine
has been up, and has consumed no CPU, so I wouldn't worry about it too
much.
AFAIK 'pts/0' is not necessarily a remote login. It's not 'ttyN' of
course, which just means that the process wasn't started from a TTY
session.
