'Tis a feature on my Soyo K7VTA-B motherboard. You can set the BIOS to turn on after a power failure. This works even when the OS turns itself off - if you turn off the power on the master switch (one of those things with PC, monitor, printer, etc.) and then turn it back on, the PC powers up and boots.
