Have you tried VNC.  This will allow you to have your remote machine
in a virtual desktop on your local machine.  More information is here

But i wonder, Why do you NEED a virtual KDE desktop that reflects
that of your remote machine anyway?   

About your Webmin statement.  That would seem like a very logical
approach.  What exactly are you trying to do?  Personally I use
telnet and webmin on my remote server to administor it.  Telnet
commandline is very powerful, without all of the fancy memory eating
X terms.  Maybe this will help you on your journey.
