I'm a firm believer in designing webpages with graphics as an auxiliary to the understanding and content of the page. I try whenever possible to make sure that even a lynx user could navigate the page's links and content without too much trouble. As for the linux-mandrake website, I think it would be suitable to provide a link at the top for a "no frames, no glitz" version of the webpage, for lynx users as well as users who want content with only useful graphics.
