If you run NT Emacs, check out Woman ("WithOut MAN")
mode. http://centaur.maths.qmw.ac.uk/Emacs/.

There may also be a port of man for the cygwin tools; I would check the
cygwin web pages for that. http://sources.redhat.com/cygwin/
