Why do you expect, that we (people) could be better than AI? But seriously, it seems that you lack basic experiences with exim's syntax. Try to understand the logical functions first, (to not do "1 AND NOT 0"), then learn to use -bem option to understand values you get from message, then do simple conditions based on these values for each wanted condition and finally try to mix them together with and.
