This happens early, second Router, verifying that addresses exist.

This happens later, immediately *followed* by:

> domains_virtual:

> domains_virtual_others:

>   data=${lookup{@$domain}dbm{/usr/exim/virtemail}}

You probably want to add a "domains = +local_domains" restriction to
both of those and move them to be the first Routers, or put them
immediately after the dnslookup Router.
