*The Department of Education (Department) is seeking a Business Analyst
services for an estimated 2000 hours from July 2021- June 2022 to assist
the Department and Vocational Rehab staff in meeting those goals. The
resulting contract may be renewed on a year-to-year basis, contingent upon
available funds and the renewal of the referenced DMS State Contract. The
incumbents will work on-site at the Department in Tallahassee, Florida,
Monday –Friday, 8am – 5pm ET, and adhere to the published state holiday
schedule. Although normal working hours are 8am – 5pm, due to the nature of
the business, there may be times when the incumbent may have to work after
hours. *

*Description*

*The Business Analyst key deliverables include, but are not limited to the
following:*

•          Evaluate information gathered from multiple sources, reconcile
conflicts, decompose high-level information into details, abstract up from
low-level information to a general understanding, and distinguish user
requests from the underlying true needs.

•          Elicit requirements using interviews, document analysis,
requirements workshops, surveys, site visits, business process
descriptions, use case scenarios, business analysis, and task and workflow
analysis.

•          Proactively communicate and collaborate with external and
internal customers to analyze information needs and functional requirements
and deliver the following artifacts as needed (e.g. Business requirements,
rules, and measures).

•          Successfully engage in multiple initiatives simultaneously.

•          Work independently with users to define concepts and under
direction of the project manager.

•          Responsible for creating process control plans and other process
related documentation.

•          Provide expert consultation with business units on their
assumptions of how they will successfully execute their plans and business
processes.

•          Serve as liaison between the Director’s Office and division
project teams through which requirements flow.

•          Collaborate with subject matter experts and key stakeholders to
establish the metrics that will be used to develop data extracts and or
reports.

•          Assist key stakeholders (i.e., data management team and IT) to
translate business requirements into technical specification to support
data, reporting, and IT systems.

•*          Using a SQL Server Management Studio (SSMS) in the designing,
developing, and maintaining of SQL (TSQL) procedures and data queries to
provide information requested by stakeholders and customers (e.g., HQ, FRC,
field offices, public records requests, and legislative committees, etc.).*

•          Resolving and troubleshooting complex issues related to data
reporting information.

•          Consults with Federal and State personnel; recommends
appropriate action for program changes to ensure the availability of
required data and reports.

•          Assists with the preparation and delivery of required state and
federal performance reports.

•          Consults with Division Administrators and staff to develop
solutions for programmatic/systemic data reporting problems.

•          Conducts, coordinates, and/or assists in the requirements
gathering and documentation of specifications relating to reports and
reporting systems.

•          Identifies opportunities for sharing commonly used data within
the Division and with external partners.

•          Familiar with concepts related to using, developing, or
maintaining a data dictionary, entity relationship diagram, or other
technical documentation.

•          Collects, investigates and analyzes requests for report
enhancements, recommend solutions, report designs, data reporting changes,
monitors and tests modified reports to ensure that end-user requirements
are met.

•          Coordinates maintenance of statewide data reports with staff to
reflect policy changes and ensures appropriate distribution.

•          Development of framework for data administration documentation.

•          Development, management, and maintenance of a data reporting
dictionary and metadata warehouse.

•          Documents technical processes using entity relationship
diagrams, flow charts, data reporting dictionaries and data definitions,
etc.

•          Assists or leads in the establishment of methods and procedures
for maintaining data reporting information accuracy; data validation
methodologies and strategies.

•          Assists and/or provides a process which manages the enforcement
of established data, standards, policies and procedures.

•          Provides training and technical assistance in data management,
information analysis, and information interpretation skills
