independenta in a doua jumatate a secolului al XIX-'lea Faurirea statului 
national roman in 1859  prin unirea Munteniei cu Moldova sub sceptrul lui 
Alexandru loan Cuza  si reformele ce i-au urmat pe directia modernizarii au 
constituit temelia cuceririi independentei. Aceasta a ramas  in continuare  la 
jumatatea secolului trecut  telul major al romanilor din toate provinciile. in 
cercurile politice exista o unanimitate de pareri in favoarea obtinerii 
independentei. in privinta metodelor preconizate pentru implinirea acestui scop 
s-au conturat insa diferente sensibile de opinii intre diferitele forte sociale 
si politice. Ele oscilau intre razboi  cercurile radicale  si calea diplomatica 
 cercurile monarhice . Cea din urma era sustinuta de unii liberali moderati s\ 
marii proprietari funciari. Vasile Boerescu sau Gheorghe Costaforu au apreciat  
astfef  ca razboiul din 1870-1871  dintre Franta si Prusia  putea crea 
conditiile pentru a se conferi Romaniei statutul de neutralitate si 
independenta  sub garantia Marilor Puteri. Lascar Catarg u considera ca doar o 
apropiere de Germania  Austro-Ungaria si Rusia putea aduce independenta tarii 
noastre. La 27 aprilie 3 mai 1873 Caro   a pus in discutia guvernului  in mod 
deschis  problema independentei de stat. in acelasi timp  multe nazuinte erau 
legate de cucerirea independentei  si anume imbunatatirea conditiilor de viata  
rezolvarea chestiunii taranesti   dezvoltarea industriei si adoptarea unor 
masuri protectioniste.
