ca noi nu ne-am amestecat si nu ne vom amesteca in afacerile interne ale Rusiei 
si ca noi  intotdeauna am refuzat sa intervenim pentru a ajuta pe dusmanii ei  
oferindu-le ample asigurari asupra intentiilor noastre pasnice  veti declara ca 
noi suntem gata sa reluam cu ei relatii normale si amicale  dar ca  pentru 
aceasta recunoasterea frontierei este necesara  caci fara frontiera se pot 
obtine armistitii  dar nu relatii normale intre cele doua tan   '
