Unite este convocata Conferinta de la Paris a celor sapte puteri europene. 
Lucrarile acesteia incep la 10 martie 1866 si se vor desfasura timp de peste o 
luna. Cum ducele de Flandra refuzase tronul Romaniei  iar majoritatea 
participantilor la intrunirea din capitala Frantei sprijina punctul de vedere 
otoman  politicienii romani incearca sa obtina acordul tacit al lui Napoleon al 
   - ea  in legatura cu printul strain. Pentru aceasta  pe langa titularul 
agentiei diplomatice romane  Ion Ba aceanu  la Paris actioneaza si I.C. 
Bratianu  trimis special al autoritatilor de la Bucuresti. Demersurile lor se 
dovedesc rodnice. Prin doua telegrame diferite  ambele cu aceeasi data  25 
martie 1866  ei comunica in tara numele noului candidat la tronul Romaniei 
-principele german Caro de Hohenzollern - Sigmaringen.
