      problem with this solution (which I still like).

    need
     to
      find a String within a String, not an exact
  String
    match.
      
      But I think I found where I went wrong.  The
  InStr
     command
      is very picky about what parms you use.   Thus
  when
    I
      changed this to InStr(1, Cell.Value, ChkFor,
     vbTextCompare)
      the function worked.

   a Romaniei 18771878La 12 24 aprilie 1877 Rusia a
 declarat
   razboi Portii si a inceput trecerea Prutului. Pana
 la
   sosirea fortelor tariste la Dunare  linia fluviului
 a
   fost aparata de armata romana. Luand act de noile
   realitati  otomanii au bombardat localitatile
   Calafat  Bechet  Islaz  Corabia  Giurgiu
   si au atacat tarmul romanesc cu bande inarmate ale
   cerchezilor si basbuzicilor. Romanii au ripostat
  bombardand
   Vidinul si Turtucaia. La Dunare s-a instaurat
 astfel 
   desi nedeclarata oficial  o stare de razboi intre
   Romania si Poarta. Un curent tot mai insistent de
 opinie
  in
   randul oamenilor politici si a maselor populare se
  pronunta
   pentru proclamarea independentei  nazuinta seculara
 a
   tuturor romanilor. La 29-30 aprilie 11-12 mai 1877
   Parlamentul a votat  in ambele sale Camere 
   motiuni prin care se cereau ruperea legaturilor de
   dependenta fata de Imperiul Otoman  declararea
 starii
   de razboi intre tara noastra si Poarta si apararea
   integritatii statului roman. La interpelarea lui
 Nicolae
   Fleva din 9 21 mai 1877  Mihail Kogalniceanu a
 raspuns
   in numele guvernului printr-un discurs memorabil 
 in
   care a declarat  in mod hotarat  ca tara dorea sa
   se rupa de orice legatura cu Poarta. Printr-o
 motiune
  votata
   de Parlament a fost proclamata independenta.
 Totodata 
   s-a decis ca tributul datorat Portii sa fie destinat
   necesitatilor armatei. Proclamarea independentei de
 stat a
   fost apogeul unei politici bine pregatite in toate
  detaliile
   sale. Ea era o noua expresie a politicii romanesti de
 a
  pune
   Europa in fata faptului implinit. Bucurandu-se de o
 uriasa
   adeziune populara  ea a fost expresia vointei
   intregului popor roman  fiind salutata cu entuziasm.
 in
   capitalele europene gestul Romaniei a fost
 interpretat
  insa
   in chip diferit  in functie de interesele
 particulare
   ale statelor respective. Rusia a acceptat
 independenta ca
  un
   fapt implinit  Poarta a acuzat Romania de
   rebeliune   Italia a manifestai
   simpatie  date fiind si antecedentele luptei sale
   pentru unitate nationala  Prusia  Anglia si
   Austro-Ungana anuntand ca se vor pronunta la finele
   razboiului.
