Do you have write permission to the folder on the server? (try to create a new
file in the folder)
If you do not have write permission to the folder, any file opened will be
read-only.

Am running excel(Macro Based) in server but its always getting Read only error
even nobody is using that file. Could you please let me know what is the issue
