Hello Mr.Nasir
Firstly select all cell and unchecked Locked property from Format Cells.
Paste below code in coding area of worksheet.
Hope it would useful as per your requirement.

Worksheets("Sheet1").Unprotect Password:="abc"
Range("A1:N28").SpecialCells(xlCellTypeConstants, 23).Locked = True
