yes it is possible, pleas follow the following steps.

1:DATA Tab->Data validation->Data validation->Select *Custom *in allow 
section-> In formula box Write *=A1<>"" *->Select *Error alert tab* on same 
popup
->in Style select *stop*->in error message option give your message-> And 
at last* OK*
