Based on the pattern, it looks like you're wanting to round UP to the next increment of 5 However, there's might be a small problem.
Are the numbers you're testing really %'s? That is.. is 50.3 really .503 represented as 50.3% or is it actually 50.3 and you're just CALLING it a %?
